An expert workshop on Insurance Instruments for Adaptation to Climate Risks was held at IIASA on September 24th and 25th, 2007. It was a joint collaboration of IIASA, Munich Re, the German Agency for Technical Cooperation (GTZ) and the World Bank  It was limited to invited experts from the climate-change, development and donor communities, including the private sector, who shared ideas and experiences on supporting insurance-related instruments as a strategy for adapting to climate change.

The workshop was organized as part of the activities of the Munich Climate Insurance Initiative (MCII) and was also supported by the EU integrated project on Adaptation and Mitigation (ADAM).

This exploratory meeting addressed the following three issues:

  1. the viability of public-private insurance systems serving the poor,
  2. the role of international climate and development organizations, and the private sector, in supporting insurance in developing countries, and
  3. the potential for linking public and private-sector institutional agendas for raising capital.

Ultimately, the ideas stemming from this workshop could contribute to developing options within and beyond the post-Kyoto regime. It is envisaged that a Task Force (under the auspices of the Munich Climate Insurance Initiative, MCII) would emerge from the workshop. The intent of the meeting was not to endorse any particular option, but rather to provide ideas and support to the Task Force, which will develop options for later discussion, for example, at a planned UNFCCC meeting in 2008.
