Systems mapping experiments by the Finnish Prime Minister’s Office for government program building

Leena Ilmola-Sheppard visited Helsinki, Finland on 9 March where she ran a pilot workshop 'Systems Tools Use in Governmental Program Design' for the Finnish government officials.

The workshop involved experts from the Prime Minister’s office (PMO) and research directors of five ministries. It was dedicated to the analysis of the erosion of the knowledge and skill base of Finland. The new approach based on soft systems mapping was applied by Dr. Ilmola to facilitate the analysis of the various drivers of the knowledge base development, as well as the impact of the knowledge base elements to the national competitiveness and welfare of the Finnish society.
