System Applications Developer / Web Applications Developer

Vacancy # 14/2019 - the System Applications Developer / Web Applications Developer will be responsible for providing the backend software applications that support the operations and administration of the IT infrastructure.

Background:

Reporting to the Head of the Information and Communication Technologies (ICT) department, the System Applications Developer / Web Applications Developer will be responsible for providing the backend software applications that support the operations and administration of the IT infrastructure. In addition, the position holder will provide the frontend web applications and interfaces necessary to support both the activities and administrative needs of IIASA. 

Main Responsibilities:

  • Develop, create, and maintain general software applications, utility programs and scripts to support IT operations within a mixed Unix (Solaris), Linux, and MS Windows environment
  • Configure, deploy, administer, and maintain web servers (i.e. Apache) and web-based software and systems applications
  • Develop web and systems utilities to support the administrative needs of users

  • Maintain and/or redevelop legacy software applications and utility programs or implement off-the-shelf products
  • Test and maintain existing software products to ensure optimum functionality. Investigate and recommend improvements to existing software applications 
  • Write accurate and detailed user and systems documentation for developed or implemented software application systems
  • Lead the evaluation and decision process between purchasing commercial off-the-shelf solutions, using cloud-services, and in-house development
  • Administration of CMS systems for web products, including the development of dynamic applications, pages, and content and overseeing their design and integration
  • Optimize the web environment and manage development and maintenance activities
  • Perform testing and quality assurance of IIASA websites and web applications
  • Coordinate and liaise with the IIASA communications department to support the development of IIASA web presence and internal communication platforms 
  • Analyze user needs and implement website infrastructure, addressing performance and capacity requirements
  • Integrate websites with other computer applications.
  • Provide user support on web infrastructure related issues.

Required Skills:

  • Degree in Computer Science, Informatics, or a related field with relevant experience
  • Extensive experience programming with languages such as C, Perl, SQL and Java
  • Experience implementing LAMP infrastructures
  • Extensive knowledge in various scripting languages for Unix and Windows applications
  • Experience with code repository and versioning tools such as Git
  • Experience with web development languages including JavaScript, PHP, HTML and server-side CGI
  • Experience in database web-integration (e.g. MySQL and Oracle)
  • Experience working with and administering multiple different Content Management Systems (CMS), including Drupal, SharePoint, and WordPress
  • Proficiency with digital and analog graphic editing tools, including in-depth knowledge of PDF manipulation and integration
  • Workflow and data analysis experience using descriptive, predictive, and prescriptive analytics 
  • Experience within multiple OS environments (e.g. Unix/ Linux, Windows); preferably with systems administration experience 
  • Knowledge and understanding of complex online questionnaire and survey systems
  • Excellent organizational and time management skills
  • Accuracy and attention to detail
  • Mathematical aptitude and strong problem-solving skills
  • Fluent in English, German language skills are advantageous.

Appointment Terms:

The position is full-time and ideally, the successful candidate will be able to take up the assignment by June 2019. An initial fixed-term employment contract for one year will be offered, with the possibility thereafter of extension to an open-ended contract by mutual consent between IIASA and the incumbent. The place of work is Laxenburg, Austria. 

IIASA offers a competitive compensation and benefits package (moving and settlement allowances, educational grants for children of school age, five weeks’ annual vacation and paid home leave). IIASA salaries are exempt from taxation in the host country of Austria but subject to the principle of income aggregation.
