Scientific Support to Pollution Management in the Hanoi Region

IIASA Air Quality and Greenhouse Gases (AIR) Program will co-host a workshop with the Vietnam Academy of Science and Technology (VAST) in Hanoi from 18-21 December 2017.

The workshop will launch a cooperative project which has been developed between the AIR program and VAST to support pollution management in the Hanoi region.

It will also act as a kick-off meeting to begin designing and developing a GAINS (Greenhouse gas-Air pollution Interactions and Synergies) model, which would empower stakeholders and decision makers, even with very little background knowledge on air pollution, to explore win-win policy interventions that would improve air quality in the most cost-effective way and at the same time reduce the emissions of greenhouse gases.

Pollution Management in the Hanoi Region

Vietnam has made strong progress in economic growth and poverty reduction, and continues to undergo transformation from a rural to an urban economy. Accompanied by rapid urbanization, the country has recorded among the highest growth rates in the world, which in turn enabled rapid poverty reduction.

At the same time, the fast economic growth in Vietnam’s urban areas and the lack of control of polluting sources are causing public health problems and significant environmental degradation, including greenhouse gas (GHG) emissions, undermining the potential for sustainable socioeconomic development of the country and impacting the poor. The 2013 Annual Report on State of the Environment of the Ministry of Natural Resources and Environment (MONRE) reported high ambient levels of air pollution in many Vietnamese cities.

This project will establish a comprehensive scientific knowledge tool that could interact with and provide scientific support to local air quality planners and stakeholders. It will develop a multi-disciplinary research community in Vietnam on integrated air quality management, with the aim of providing local decision makers with the capacity to develop cost-effective management plans for the Larger Hanoi Metropolitan area (LHMA) and surrounding regions. 

About the GAINS Model


The GAINS Model is a scientific tool to combat air pollution and climate change simultaneously. GAINS was launched in 2006 as an extension to the RAINS model which is used to assess cost-effective response strategies for combating air pollution, such as fine particles and ground-level ozone.


GAINS provides an authoritative framework for  assessing strategies that reduce emissions of multiple air pollutants and greenhouse gases at least costs, and minimize their negative effects on human health, ecosystems and climate change.
