Since 2015, Ambassador Hannu Halinen has been appointed as Special Advisor to the Director General and Chief Executive Officer of the International Institute for Applied Systems Analysis and Co-chair of the Advisory Board of the Arctic Futures Initiative. He is a member of the Arctic Yearbook Editorial Board. Ambassador Halinen has a Master of Law degree from the University of Helsinki (1973).
He has served in the Foreign Service of Finland 1973-2015, and was Ambassador of Finland in Germany, Hungary, Egypt and Sudan. He has served at the United Nations Mission of Finland in New York, and been the Permanent Representative of Finland to Food and Agriculture Organization of the United Nations and International Organizations in Rome, as well as UN Special Rapporteur on the Occupied Palestinian Territories. Furthermore, he has been Director of the Council of the Baltic Sea States Secretariat in Stockholm. He has been Ambassador-at-large for Human Rights and Humanitarian Affairs, and 2009-2014 Arctic Ambassador and Senior Arctic Official at the Arctic Council
