Review of the National Emission Ceilings Directive

Time table for bilateral consultations with MS experts

The consultations on the review of the National Emission Ceilings Directive (NECD) will take place as a series of bilateral discussions between national experts and the RAINS modelling team at IIASA, in which the following subjects should be discussed and reviewed:
  • Discrepancies between national and international statistics on energy use, transport and agriculture for the year 2000, if any
  • Emission inventories for the year 2000 for SO2, NOx, VOC, NH3 and PM
  • Potential discrepancies between national and Europe-wide projections on energy, transport and agriculture up to 2020 (i.e., the PRIMES and DG-AGRI projections as presented at the 1st stakeholder meeting). Since the Europe-wide projections are developed by organizations other than IIASA, it will be important to have national comments BEFORE the meeting, so that we could ask the authors for their feedback in time for the bilateral meetings
  • Presentation of national projections on energy, transport and agriculture, ideally before the meeting. The projections should be supplied in the RAINS format (downloadable from RAINS WEB model). The "EMEP Nomenclature for Reporting" (NFR) format (see EMEP site) is also acceptable. However, in the latter case further interactions with national experts are necessary to ensure proper transformation of NFR data to RAINS
  • The emission abatement potential and costs (control strategies and cost curves) as calculated by the RAINS model for the years 2010, 2015 and 2020 for SO2, NOx, VOC, NH3 and PM.

To facilitate discussion and review, IIASA has made all relevant data of the RAINS model and its documentation available on the Internet. In particular, all national input data are downloadable to Excel files and can be, after modification, uploaded back to RAINS WEB (use option “Other” from the main RAINS WEB menu).

Due to the complexity of the matter, we foresee two days for each consultation. To allow for proper preparation and feedback, IIASA can only accomodate one country per week. Time slots are available from 4 April (Week 14) to 30 September 2005 (week 39) and will be allocated on a "first come first served" basis. Please see the table below to see the remaining time slots.

IIASA invites the national coordinators and, if appropriate, energy, transport and agricultural experts to attend these meetings.
