Time table for bilateral consultations on the CAFE
baseline scenario
The consultations on the CAFE baseline scenario will
take place as a series of bilateral discussions between national experts
and the RAINS modelling team at IIASA, in which the following subjects should
be discussed and reviewed:
- Discrepancies between national and international
statistics on energy use, transport and agriculture for the year 2000,
if any
- Emission inventories for the year 2000 for SO2, NOx, VOC, NH3 and PM
- Potential discrepancies between national and
Europe-wide projections on energy, transport and agriculture up to 2020
(i.e., the PRIMES and DG-AGRI projections as presented at the 1st stakeholder
meeting). Since the Europe-wide projections are developed by organizations
other than IIASA, it will be important to have national comments BEFORE
the meeting, so that we could ask the authors for their feedback in
time for the bilateral meetings
- Presentation of national projections on energy, transport and agriculture
(to be supplied by the national experts in the "EMEP Nomenclature for
Reporting" (NFR) format (see EMEP site),
ideally before the meeting)
- The emission abatement potential and costs (cost
curves) as calculated by the RAINS model for the years 2010, 2015 and
2020 for SO2, NOx, VOC, NH3 and PM.
To facilitate discussion and review, IIASA will
make all relevant data of the RAINS model and its documentation available
on the Internet. We are presently working on the technicalities and will
inform you in due course on how to access these data.
Due to the complexity of the matter, we foresee
two days for each consultation. We invite the national coordinators for
CAFE and, if appropriate, energy, transport and agricultural experts to
attend these meetings. We will reimburse travel costs for up to two experts
per country according to the standard rules of the Commission, i.e., economy
class air fare if > 400 km, no hotel and daily subsistence).
