All CO2 is Equal in the Atmosphere

Abstract

This paper argues that the Intergovernmental Panel on Climate Change (IPCC) Good Practice Guidance and several baseline methodologies approved by the Clean Development Mechanism (CDM) Executive Board are based on false assumptions concerning the global warming impact of carbon dioxide emissions from landfill gas recovery projects. A consequence will be that landfill gas recovery projects will be attributed greenhouse gas (GHG) emission reductions in excess of the actual emission reductions achieved. Then, it is argued that the methodologies approved by the CDM Executive Board must be revised in order to safeguard the environmental integrity of GHG accounting in connection to landfill gas recovery projects under the Kyoto Protocol.
