Prior to January 2000, he was the Assistant Director for Geosciences at the US National Science Foundation where he had responsibility for all the Earth-related sciences, as well as chairing the climate and global change programs at NSF, as well as chairing the President's National Science and Technology Council's Committee for all federal climate and global change programs. He has served as chair and principal U.S. delegate to many international bodies with interests in and responsibilities for climate global change research programs. Prior to joining the NSF, he was a professor and administrator at the University of New Hampshire. He received the Ph.D., M.S. and B.S. degrees at the Case Western Reserve University and MIT and has held research appointments at the Woods Hole Institution of Oceanography, the Scripps Institution of Oceanography, the University of Washington, and Case Western Reserve University.
