Recent catastrophic earthquakes in Turkey, Taiwan and Greece have again directed world attention to the potential human and economic losses from seismic events. Losses from earthquakes and other natural disasters are rising dramatically, mainly because of the continuously increasing concentrations of populations and capital in exposed areas. The rising losses from earthquakes are raising difficult policy issues, including how best to decrease the damages and spread the financial burdens.

To address these issues, a conference on Global Change and Catastrophe Risk Management: Earthquake Risks in Europe was held at IIASA July 6–8, 2000, with an additional day on July 9 for presentations by young scientists. The EuroConference was sponsored by the European Commission within the Training and Mobility of Researchers (TMR) Program.
