The European Union can be perceived as an enormous bilateral and multilateral process of internal and external negotiation. This book examines negotiations within member states, among member states, within and among the institutions of the Union, and between the EU and other countries. Analyzing as it does the processes, actors, and interests involved in the negotiation processes, the book is a unique probe into this relatively unknown EU arena.
